World divided, Labour United

In an era marked by geopolitical turbulence, economic uncertainty, and democratic strain, Europe is confronting profound choices about its future. The shifting global order signals both the end of long-standing dependencies and the need for a renewed vision of European sovereignty. These challenges raise fundamental questions: How can the continent defend its social model in the face of growing security pressures? How can it ensure that its industrial base remains competitive and resilient while safeguarding economic autonomy? And how can enlargement and integration strengthen, rather than weaken, Europe’s democratic foundations? This congress addresses the intersections of welfare and security, ownership and sovereignty, democracy and enlargement. It will explore how Europe can reconcile calls for rearmament with the imperative of solidarity and sustainability, how new forms of economic democracy such as employee ownership can anchor prosperity in local communities, and how labour movements and civil society can ensure that regional integration remains rooted in social justice. The slogan of the congress “World divided, labour united” captures the vision guiding this congress. At a moment when international divisions threaten to deepen inequality and instability, the collective strength of labour, civil society, and democratic institutions can provide the foundation for a more just order. The challenge — and the opportunity — is whether this unity can extend beyond Europe, transforming division into cooperation and offering the prospect of a world brought together by the dignity of work.​

About the Congress

This event builds on the momentum of the 1st International Labour Congress, “Towards a Labour International”, which was organised in Madrid on 13–14 November 2024 by the Spanish Ministry for Work and Social Economy. The congress will convene representatives from the European Commission, trade unions, and civil society, as well as ministers, political leaders and experts from various countries, with special guests from the Western Balkans, to engage in a vital dialogue on labour rights and the future of the European social model amid growing geopolitical uncertainty. The programme will open on Thursday, 20 November, with a welcome dinner, and continue on Friday, 21 November, with a full day of conference sessions. The Congress will examine three pivotal issues influencing the future trajectory of Europe. The first panel will explore how to address the tension between strengthening the European Social Model and responding to new geopolitical and economic challenges, shaping the continent’s future identity, democracy, and prosperity. The second panel will explore the future of business ownership and its role in fostering a more inclusive and sustainable economy. The third will examine the opportunities and challenges of EU enlargement in the Western Balkans, focusing on its impact on labour rights and migration dynamics within the region. ​ This congress is organised by the Ministry of Labour, Family, Social Affairs and Equal Opportunities of the Republic of Slovenia and the Ministry of Solidarity-Based Future.

We take pride in presenting influential speakers from around the world, whose diverse perspectives and expertise will enrich the dialogue — featuring 3 keynote addresses, 14 distinguished speakers, and 3 moderators ensuring a rigorous and engaging exchange. 

Panels

The panels are designed to foster in-depth debate on the future of labour and social policy in Europe amid ongoing geopolitical shifts. Each panel addresses critical themes: the tension between welfare and security in Europe’s social model, the potential of employee ownership to enhance economic sovereignty, and the challenges of labour rights and democratic governance in the EU’s enlargement process, with a particular focus on the Western Balkans. Together, these discussions aim to engage policymakers, experts, and stakeholders in identifying strategies to reinforce democratic institutions, protect labour rights, promote inclusive economic growth, and ensure social cohesion throughout Europe.

This congress is an invitation-only event. Personalised invitations are sent by the organisers to confirm attendance. For ministerial representatives, delegates from international organisations, and other institutions, participation is limited to the Head of Delegation plus one additional member.
